Ingredients & Substitutions

  • Onion & Garlic – Alliums add sweetness and depth to the stew base. Feel free to use whatever color of onion you have on hand.
  • All-Purpose Flour – We need a touch of thickener to give the shepherds pie filling a nice, thick gravy-like base. Other types of flour (e.g. cake flour or bread flour) can also be used. Hop to the “optional variations” section below for my favorite gluten-free alternatives.
  • Rosemary & Thyme – This combination of hard herbs is part of nearly every traditional shepherds pie recipe I’ve come across. If you are using fresh versions, use 3x as much. (For reference, 3 x 1 teaspoon = 1 tablespoon.)
  • Tomato Paste – Concentrated tomato paste adds a delightfully tangy, umami flavor profile while simultaneously helping to thicken the stew.
  • Beef Broth – Widely available beef broth adds rich, meaty flavor to the lamb base. In a pinch, either veggie or chicken broth can be used instead.
  • Carrots & Peas – A classic, kid-friendly veggie pairing that adds sweetness to balance out the savory lamb. Feel free to use fresh or frozen!
  • Potatoes – I generally prefer Yukon Gold potatoes, but feel free to use any variety of potatoes you use for making mashed potatoes.
  • Butter, Milk, & Cheddar Cheese – This trio of dairy ensures a supremely rich and creamy consistency for the potato topper. If you have the option, English cheddar is a natural pair for shepherd’s pie flavors.

What is shepherd’s pie? Is it the same as cottage pie?

English shepherd’s pie is a classic comfort food with roots tracing back to the late 18th and early 19th centuries. Traditionally, it was a practical, economical dish created to use up leftover roasted meat, which would be finely chopped or minced, mixed with vegetables, and topped with a layer of mashed potatoes before being baked until golden. 

The name here is tied to the type of meat used. By definition, shepherd’s pie is made with lamb (since shepherds tend sheep). When the same dish is made with beef instead of lamb, it’s technically called cottage pie. The two terms are often used interchangeably these days, especially outside the UK, but traditionally, lamb = shepherd’s pie and beef = cottage pie.

Optional Variations & Dietary Adaptations

My favorite thing about this easy shepherd’s pie recipe is how flexible it is! Here are just a few ideas of how you could make it your own:

  • Different Meat – Ground lamb is traditional, but ground beef is often easier to find and more affordable. A 50/50 lamb-and-beef blend is also delicious, giving you the richness of lamb with the familiarity of beef. For a lighter version, try ground turkey or chicken.
  • Gluten-Free – Replace the all-purpose flour with half as much cornstarch or arrowroot to thicken the filling. Just whisk your choice into the broth or stir it into the veggie mixture before adding the liquid.
  • Dairy-Free – Swap out the butter and milk in the mashed potatoes for plant-based alternatives like olive oil, oat milk, or almond milk. For the cheesy flavor, try a dairy-free cheddar-style cheese or use nutritional yeast.
  • Lower-Carb – For a lighter option, swap in cauliflower mash.
  • Add or Swap Veggies – Shepherd’s pie is a great vehicle for whatever vegetables you have on hand. Swap or supplement the carrots and peas with mushrooms, corn, celery, or even chopped greens like spinach or kale.
  • Herb Options – Rosemary and thyme are classics, but don’t be afraid to experiment. Sage, parsley, or even a pinch of nutmeg can bring a new flavor dimension.
  • Potato Varieties – Yukon Golds are smooth and buttery, russets make a fluffier mash, and red potatoes add a rustic touch (skin-on works well for texture). For something different, try sweet potatoes or a mix of regular and sweet potatoes for a colorful, slightly sweeter topping. 
  • Flavor Boosters – For extra depth, stir in a splash of Worcestershire sauce, a bit of red wine, or a spoonful of balsamic vinegar to the filling before baking. For extra creaminess, use half-and-half instead of milk for the potato topping. You can also dust the entire top of the assembled shepherd’s pie with freshly grated cheddar or parmesan cheese for a golden, crispy top.

Expert Tips & Tricks 

  • Bring meat to room temperature. If your ground lamb (or beef) is super cold when it hits the pan, it can release excess liquid and steam instead of searing. Letting it sit out for about 15 minutes before cooking helps it brown more evenly.
  • Brown, don’t gray. Cook the lamb over medium-high heat until you see deep golden-brown bits forming. The browned “fond” on the bottom of the pan adds huge flavor to the gravy base once you deglaze with broth.
  • Check thickness as you go. The filling should have a rich, gravy-like consistency. If it feels too loose, simmer it uncovered a little longer. Too thick? Splash in a bit more broth.
  • Mash potatoes while hot. For the fluffiest, creamiest topping, mash your potatoes as soon as they’re drained and still steaming. Cold potatoes tend to get gummy.
  • Layer properly. Spread the mashed potatoes over the filling in dollops, then gently smooth them out. This prevents the filling from pulling up into the mash. For extra texture, rake the top with a fork before baking to create ridges that crisp up beautifully in the oven.
  • Use the egg yolk trick. Stirring a yolk into the potato mash adds extra richness and helps it hold its shape as it bakes. It’s especially useful if you want cleaner slices for serving.
  • Rest before serving. Just like with classic lasagna and Greek moussaka, shepherd’s pie benefits from a short rest (10–15 minutes) after coming out of the oven. It allows the filling to set slightly so the layers hold together when you scoop.
  • Serving spoons beat knives. When serving, use a sharp-edged spoon or spatula to “carve” neat portions. No knives needed!

What to Serve with Shepherd’s Pie

Shepherd’s pie is hearty enough to be a complete meal on its own, with protein, vegetables, and creamy mashed potatoes baked together in one cozy dish. Still, pairing it with a fresh side can brighten the table and balance the richness. A light and refreshing kale salad is always a good choice, while a vibrant tabbouleh salad adds a Mediterranean twist. If you’re in the mood for a classic, try a crisp Caesar salad or creamy coleslaw for an easy side that complements the savory flavors of the pie.

For extra comfort, serve it alongside warm dinner rolls or crusty bread to soak up every drop of the savory gravy. If you’re entertaining, a glass of robust red wine or a pint of malty ale makes an excellent companion to the hearty flavors.   • 2 pounds (1 kg) Ground lamb read notes
  • 1 Onion large – chopped
  • 3 Garlic cloves crushed
  • 3 tablespoons Olive oil
  • 4 tablespoons (¼ cup) Flour
  • Salt to taste
  • Black pepper to taste
  • 1 teaspoon Rosemary chopped
  • 1 teaspoon Thyme
  • 2 tablespoons Tomato paste
  • 2 cups (480 ml) Beef broth
  • 7 oz (200 g) Carrots diced
  • 7 oz (200 g) Peas fresh or frozen

For the puree:

  • 3.5 pounds (1.5 kg) Potatoes
  • 1 tbsp Butter
  • ½ cup (120 ml) Milk
  • ¼ cup (25 g) Cheddar cheese
  • ½ tsp Salt
  • ½ Black pepper
  • Egg yolk optional

Instructions
 

  • Cook the potatoes: Place peeled, quartered potatoes in a pot of cold salted water. Bring to a boil, cover, and cook until fork-tender.
  • Prepare the filling: Meanwhile, heat olive oil in a large pan over medium heat. Sauté onion for 2–3 minutes, add garlic and carrots, and cook 5–7 minutes until softened.
  • Add ground lamb and cook until no longer pink, about 5 minutes. Season with salt, pepper, rosemary, and thyme. Stir in tomato paste and flour until coated.
  • Pour in beef broth and peas. Simmer gently, stirring, until the sauce thickens. Remove from heat.
  • Mash the potatoes: Drain potatoes and transfer to a large bowl. Mash with butter, milk, cheddar, egg yolk (if using), salt, and pepper until smooth and creamy.

    Really great recipe! Flavour profile is excellent. I did make minor adjustments based on what I had in my fridge – For purée, I used coffee cream (10% cream) Instead of milk, Doubled the butter, cheese, salt and pepper. For meat filling adjustments: used minced beef or minced pork instead (made this recipe 3 different times In two weeks), reduced amount of stock – 1 c. chicken boullion stock instead of 2 c. beef stock, in place of fresh rosemary and thyme, used 1 teaspoon of dried poultry sea

    Good recipe. I’ve made a lot of shepherd’s pie – or cottage pie, in my case, as I use ground beef or turkey – and this is a good foundational recipe to start from, then you can customize and make it your own.

    OMGGG I didn’t have flour but corn starch works the same in a pinch. The cheddar does really make a difference in the potato puree. Also recommend using russet potato so when baked it smells like fried potato! Thank you for this recipe

  19. My girlfriend and I made this yesterday. It turned out very well, but we substituted beef for the lamb and definitely didn’t get lean enough meat, so we ended up having to put it in bowls. Despite this, the flavor was really on point, and I think the addition of rosemary and thyme really help to bring the other flavors together. Awesome recipe!
